Established in 1962 with just ₹642 left over from a cattle show, the Trichirapalli District Welfare Fund Committee is a unique self-sustaining charity chaired by the District Collector of Trichy, with the Treasurer serving as its key functionary. Unlike typical government departments, the Committee is not grant-dependent and its staff are not government employees, instead working on consolidated pay to maintain flexibility. Its welfare activities are funded through its own revenue streams, most notably a ₹6 crore investment in the Trichy Birds Park from which it receives a share of ticket revenue, along with regular income from renting its marriage halls and community mandaps. This “revenue to relief” model enables the Committee to run impactful initiatives like TRACE, a fully free coaching center for government job aspirants, provide dignity-focused support for differently-abled persons and needy senior citizens, and deliver swift crisis relief to the district’s most vulnerable populations. For over 63 years, the lean team of five staff led by the Manager and Treasurer has turned policy into people-first action, embodying the legacy of “not for profit, not for publicity, but for people.”Kris
