Poompuhar Safer Homes -Post-Tsunami Disaster Reconstruction Programs-SEVAI/FdnF/UWI- Dr.K.Govindaraju.

SEVAI(www.sevai.in) with the support of FdnF /UWI, in the tsunami devastated Poompuhar reconstructed 600 Disaster Risk Reduction homes as post-disaster of tsunami reconstruction which began in Poompuhar with a series of decisions that was made almost immediately. Despite the urgency with which these decisions are made, they have long-term impacts, changing the lives of those affected by the disaster for years to come. A policy frame work was established for the entire reconstruction process. Effective reconstruction was set in motion only after the SEVAI has evaluated his or her alternatives, conferred with stakeholders, and established the framework and the rules for reconstruction. It was ensured that the beneficiaries were oriented clearly demonstrate reconstruction policy to improve both the efficiency and the effectiveness of the reconstruction process. This housing reconstruction policy helped reactivate communities and empowered people to rebuild their housing, their lives, and their livelihoods; Community members were partners in policy making and leaders of local implementation to contribute to long-term development, reconstruction must be sustainable with unique DRR reconstruction project including participation, collaboration, sustainability, and risk reduction. The construction of shelter which was promoted in Poompuhar by SEVAI with the support of FdnF-SwS, UWI/NFL.The Reconstruction policy needed ;the Institutional Strategy, the Financial Strategy, the Community Participation Approach, the Reconstruction Approach, and Risk Management, implementation of a monitoring and feedback system.

Also shown in the flow chart are the other critical activities in each of the five policy areas. Resources were not only mobilized, but programmed, and tracked, allocated and delivered directly to those affected by the disaster. For this population, the design and execution of the assistance strategy for housing was their principal concern and the sole metric by which they evaluated the framework, since it is the decision that will most directly affect them. SEVAI team provided guidance on mobilizing finance, tracking expenditures, and allocating and delivering resources to households, and includes measures for qualifying recipients of assistance and redressing their grievances. Finally, the reconstruction policy ensured proper risk management in a number of areas, including Early Recovery, Assessing Damage and Setting Reconstruction Policy, Communication in Post-Disaster Reconstruction, Who Gets a House? The Social Dimension of Housing Reconstruction, To Relocate or Not to Relocate, Reconstruction Approaches, Planning Reconstruction, Land Use and Physical Planning, Infrastructure and Services Delivery, Environmental Planning, Housing Design and Construction Technology, Cultural Heritage Conservation, Community Organizing and Participation, Institutional Options for Reconstruction Management, International, National, and Local Partnerships in Reconstruction, Training Requirements in Reconstruction and Monitoring and Information Management.
